Protection services

Protection services include prevention and responding to violence, exploitation, abuse, neglect, and harmful practices. It included the following;

Child Protection

The Child Protection Unit provides protection, legal, family, and emergency response services for children in difficult circumstances, including those affected by abuse, conflict with the law, custody disputes, and family crises.

Gender Based Violence

The GBV Unit provides protection services to survivors of gender-based violence and links families to counselling, reintegration, and family support services.

Counselling services

Counselling services are offered online and in person, allowing clients to choose their preferred mode, including postvention support for families and friends bereaved by suicide.

PEMA Home

The PEMA Home provides short-term, safe care for children in crisis, focusing on immediate safety, emotional wellbeing, and timely family reunification, usually within two weeks.

Adoption and Alternative Care Services

Adoption and alternative care services support domestic and intercountry adoption and ensure children grow up in safe, nurturing environments, guided by national laws and guidelines with the child’s best interests as the priority.

Treatment and Rehabilitation Services

Treatment and rehabilitation services provide inpatient and outpatient care for mental health conditions and substance use disorders, including continuing care, peer support, and relapse prevention delivered nationwide through health facilities, prisons, communities, and the PEMA Centre.

Hospital-based SUD Treatment and Care

This service offers structured outpatient and hospital-based SUD treatment, including clinical care, counselling, relapse prevention, and continuing support, delivered through national and regional hospitals with plans to expand to all districts.

Prison-based SUD Treatment and Care

Prison-based SUD treatment provides structured rehabilitation for incarcerated individuals through peer-led support, a 12-Step approach, and a therapeutic community model, focusing on recovery, behaviour change, and reintegration.

The PEMA Rehab

PEMA Rehab offers 24-hour residential drug treatment and rehabilitation for individuals with SUD, providing holistic care—including clinical treatment, peer support, mindfulness, and complementary therapies—in a structured setting as the national specialized facility.

Peer Support Services

Peer support services offer ongoing recovery through structured group sessions and shared experiences, helping build coping skills, motivation, and relapse prevention, and are integrated into hospital and residential SUD treatments with phased nationwide expansion.

The Reintegration and Aftercare Centre offers structured post-treatment and post-incarceration support focused on skills development, livelihood rehabilitation, and productive engagement to promote dignity, self-reliance, and reduce reoffending.
